Public Works. When I receive your reply to my representation on this subject, I will address you further in regard to the details of the proposed new building and the temporary arrangements that must be made whilst the building is in progress.
4. The numerical insufficiency and inadequacy of the pay of the clerical staff are fully represented in the enclosure of this despatch, and I can only endorse Commander Hastings' recommendations for placing matters on a more satisfactory footing in these respects, which, so far as I am able to form an opinion, are reasonable.
5. To deal individually with such of those recommendations as required your special approval, and omitting those which affecting the salaries of the poorly paid Chinese are covered by the authority conveyed in paragraph 16 of your despatch No.332 of the 23rd December 1898, Commander Hastings suggests that
(a) the initial rate of salary attached to the junior clerkships should be fixed at $480 per annum rising by annual increments of $120 to $720 per annum instead of as at present $240 rising to $480 per annum.
In this connection he points out the disadvantage under which the department labours owing to the present rate of salary being insufficient to attract candidates with the required qualifications or to induce them to remain in the service so soon as they have qualified themselves by experience gained at the expense of the Government for more lucrative posts.
